The Federal Reserve Board of Governors (US banking regulators) staff researchers have determined in the first 2 reporting years, 2004 and 2005, under the Home Mortgage Disclosure Act triggered loan reporting (HMDA) that African American and Latino borrowers are receiving high cost loans at a rate that is 3 to 4 times higher than Caucasian borrowers. It is unclear why lenders are charging minority applicants more for these “high cost loans” than Caucasian applicants.
